Is it really hard to get a work visa?

I have a working holiday visa now. I have been working at a running shoe company for 9 month. I know this is not professional job, but if I pay all costs which they have to pay, is it still difficult to get a work visa? To be honest, I think it is hard for mon skilled worker. I just want to know what is the truth.

It’s not just the matter of cost. In order to get a work authorization (”temporary work visa”) the employer has to make a job offer, which must then be confirmed by HRDC. HRDC confirms only if the job cannot be filled with a Canadian citizen/permanent resident and the recruiting of a foreign person is justified.
In the case of jobs like grocery clerks or shelf stockers, HRDC would not give a confirmation as there must be many Canadians (or PRs) who can fill the job.
It is irrelevant whether you work for (or you get a job offer from) a running shoes company. What matters is the duty/responsibility of the job and whether you have reasonable skills for it.
