I applied for japanese criminal record, but they said it would take more than 3 months to get it... but i am pregnant and I really need to get immigrant visa in order to get OHIP. Do you anybody know, if I can send the criminal record later when I apply for immigrant?? Thank you for your advise.

Yes, I think you can.
I submitted my PR application in March 2002 while i was waiting for my Malaysian Non-criminal Record....Malaysian Embassy of Canada sent the Non-criminal Report directly to immigration office in June 2002 for me. And I just got my first letter sent to me in Nov 2002. No problem.
So, my advice is send out your application as soon as you can, put a note inside the application to tell them that you have applied for the Japanese Non-criminal Report and will send to them as soon as you get it.
