I have always kept your picture. I have still kept your picture. I am always keeping your picture. I always kept your picture in my wallet. I always brought your picture with me.

Res 3-san is correct.
-Still have your picture- I have always kept your picture with me. I have still kept your picture with me. I am always keeping your picture with me.
-Used to have your picture- I always kept your picture with me. I always brought your picture with me.
1人の人が言うにはbecause of ALWAYS. It presents(describes) from the past you got it till now. It also predects that he will keep it. A「I left my picture!」B「Oh, I kept your picture.(And I still have them)」alwaysはこの文にはないですが多分彼らが言っているのはこんな感じだと思います。
