Poohさんは、移民だけれど、BCの高校は卒業されてないってことですよね? 私がランガラに入ったときは International Student の扱いだったし、数年も前なので、ちょっと扱いが違うかもしれないので、ウェブで調べてみました。
まず、Requirement は、BCのGrade12 or equivalent を修了したこと。これは日本で高校を卒業していれば、問題ないと思います。
あとの Requirement なんですが、International Student の場合は、
A TOEFL* score of 550 or higher or TOEFL computer based score of 213 or higher or AN IELTS score of 6.5 or higher or A minimum of Level 4 on the Language Proficiency Index (LPI) test with a score of 24 in the essay question.
If you plan to enroll in a first semester English or Communication course or certain Economics and Philosophy courses, you must take the Langara English Test (LET) or B.C. Language Proficiency Index Test (LPI) prior to the semester in which you wish to register. Application forms are available at the Langara Counselling Department. Students who have B.C. English 12 or English Literature 12 or equivalent with an ”A” are not required to write the LET or LPI. Please refer to prerequisite information in the course description section of this Calendar.

これだけ見ると、International でない人はTOEFLもいらなくて、英語のクラスを受けなければLPIも要らないように見えますが、英語が母国語でない移民が、こちらのカテゴリーに入れるとは思えません(はっきりわかりませんが)。実際のところ、ほとんどの移民の中国人たちは、LPIを受けていましたので、英語が母国語でない人は、英語に関しては International Student に近い扱いだったと私は解釈しています。
