Canada’s health care system has been a work in progress since its inception. Reforms have been made over the past four decades and will continue in response to changes within medicine and throughout society. The basics, however, remain the same - universal coverage for medically necessary health care services provided on the basis of need, rather than the ability to pay.

Canada’s publicly funded health care system is best described as an interlocking set of ten provincial and three territorial health insurance plans. Known to Canadians as ”medicare”, the system provides access to universal, comprehensive coverage for medically necessary hospital and physician services.

Federal Role in Health
The federal government, the ten provinces, and the three territories have key roles to play in the health care system in Canada. The federal government is responsible for:

setting and administering national principles for the health care system through the Canada Health Act;
assisting in the financing of provincial/territorial health care services through fiscal transfers;
delivering health care services to specific groups (e.g. First Nations and Inuit and veterans), and
providing other health-related functions such as public health and health protection programs and health research.

Federal/Provincial/Territorial Collaboration
Canada’s federal, provincial, and territorial governments collaborate on various health care policy and programming issues.

The key vehicle for strengthening partnership and collaboration is the annual Conference of Ministers of Health where Canada’s ministers of Health discuss a broad range of issues. Ministers of Health are supported by the Conference of Deputy Ministers of Health which holds regular conferences and meetings.

In addition, four advisory committees comprised of senior officials discuss health care issues on an ongoing basis and provide advice directly to deputy ministers. These committees are the:

Advisory Committee on Governance and Accountability
Advisory Committee on Health Delivery and Human Resources
Advisory Committee on Information and Emerging Technologies, and
Advisory Committee on Population Health and Health Security
Provincial/Territorial Role in Health Care
The administration and delivery of health care services is the responsibility of each province or territory, guided by the provisions of the Canada Health Act. The provinces and territories fund these services with assistance from the federal government in the form of fiscal transfers.

Health care services include insured primary health care (such as the services of physicians and other health professionals) and care in hospitals, which account for the majority of provincial and territorial health expenditures.

The provinces and territories also provide some groups with supplementary health benefits not covered by the Act, such as prescription drug coverage. The level and scope of coverage for supplementary benefits varies between jurisdictions.
