Synopsis:
Ever since the tragic experiences of Hiroshima and Nagasaki, Japan has pursued a vigorous role in the field of nuclear non-proliferation and disarmament. However, the Japanese government is now moving forward with plans to revise the nation’s constitution. There are talks of potential elimination of Article 9, the famous “no-war” clause, as well as the revision of the Three No’s principle -never to build, acquire or possess nuclear weapons.
With his insight from 30 years of academic experience on the issue and his role in the Japanese delegation to the Non-Proliferation Treaty review conference, Dr. Kurosawa will speak about the origins of the Constitution, the recent debate on Japan going nuclear and the NPT Review processes in Japan. In addition, he will comment on Japan’s Perspective on the U.S.-India Nuclear Deal.
Dr. Mitsuru Kurosawa:
Dr. Mitsuru Kurosawa is currently a professor of international law and international relations at Osaka School of International Public Policy, Osaka University, Japan. He graduated from Graduate School of Law, Osaka University, and obtained his M.A. and PhD in law from the said institution. He was a visiting scholar at University of Virginia in 1980-1982, and Monterey Institute of International Studies in 2003-2004.
He has been researching arms control, disarmament and non-proliferation for the past 30 years, and has published 10 books and numerous articles. He was an advisor to the Japanese delegation to the Non-Proliferation Treaty review conference in 2000 and 2005 as well as preparatory committee in 2007.
