A murderer who escaped from a maximum security prison in Louisiana last month -- the first to break out of such a facility in the U.S. in 15 years -- was spotted by police in Penticton last week but remains on the run.
Richard Lee McNair, 47 -- one of the 15 Most Wanted criminals by U.S. Marshals -- was last seen a week ago.
On April 28, a member of Penticton’s Citizens on Patrol called the RCMP after a routine licence-plate check on a 2000 Pontiac Grand Am in a parking lot identified the vehicle as stolen.
When police arrived, they talked to the driver for a few minutes, then asked him to get out of his car.
"He went for a short distance and turned around and bolted," said Staff Sgt. Steve Berney.
The officers ran after the driver but were unable to catch him.
The next day, McNair -- who is serving three life sentences for the murder of a trucker in North Dakota in 1987 during a burglary -- was featured on the U.S. show America’s Most Wanted.
One of the two officers who questioned the driver of the stolen car happened to catch the show and thought McNair looked familiar.
The car -- which was stolen in Surrey and had stolen plates from Kamloops -- was dusted for fingerprints, confirming on Thursday the driver was McNair.
The RCMP also found a digital camera in the car that contained several recent photos McNair took of both himself and places he visited.
The Mounties are now working with investigators in the U.S. to catch McNair.
Glenn Belgard, a criminal investigator with the U.S. Marshals who is heading the investigation into McNair’s escape, said catching him won’t be easy.
A former air force sergeant, McNair has martial arts and survival training. He is also very fit for his age and has an ability to charm people.
"He is in every sense a con artist," said Belgard. "He’s real smooth and he has a very disarming personality."
The RCMP is asking anyone who spots McNair to call police right away and not approach him.
The U.S. Marshals are offering a $25,000 reward for information leading to his capture.
McNair escaped from the prison in Pollock, La. on April 5 by taking advantage of his position as an employee in the prison factory, which repairs mailbags for the postal service.
McNair hid himself among a pile of repaired mailbags on pallets that were being shrink-wrapped in preparation for delivery outside the prison walls.
"He had a breathing tube and everything," said Belgard. "The pallet of mailbags with him inside was lifted to an outside, unsecured warehouse at which time he fled on foot."
Moments after his escape, McNair was actually stopped by a police officer in Ball, La. -- about 12 kilometres south of the prison -- for 10 minutes after he was spotted walking along the railway tracks.
A video of that encounter, taken from the officer’s in-car camera, shows McNair telling the officer his name is Robert Jones and that he’s working as a roofer.
"Am I not supposed to be on the tracks?" said McNair.
"No, that’s not the problem right now," Officer Carl Bordelon replied. "...Thing is, we’ve got an escapee."
