私は2012年12月にカナダ国内から国外申請をしました。書類は12月下旬にミシサガに着いたのですが、そこからなぜか国内申請のアルバータオフィスに転送されてしまいました。ミシサガから届いたEメールにあった理由は「This office only processes sponsorship applications for permanent resident applicants that will be finalized by visa offices abroad.」というもので、私の書類は国内申請として受け付けられそうになっています。

に以下のように記載されています。
Indicate the name of the Immigration Office which serves:
your country of nationality, or
the country in which you are residing, provided that you have been lawfully admitted to that country for at least one (1) year.
your country of nationalityが日本の場合はマニラになります。
(以前は東京でしたが、昨年ビザセクションを閉鎖したので、閉鎖以降はマニラになりました。)
主流、というよりも、他に選びようがないのです。
国籍や他国での滞在歴に関係なくビザオフィスを選ぶことができませんので。

トピ主さんが、”ミシサガから届いたEメールにあった理由は「This office only processes sponsorship applications for permanent resident applicants that will be finalized by visa offices abroad.」”と書かれていますよね。CICからの転送先理由はこれですよね?

Since you provided a sponsorship application for permanent resident applicants to be finalized at a Citizenship and Immigration Canada (CIC) office within Canada, we have redirected your documentation to the Case Processing Centre in Vegreville, Alberta.」
