オンラインを使わないといけないということではなく、オンラインも利用できますよ、ということだと思います。
あと、オンラインで申請できるのはケースとそうでない場合があるようです。
私の友人は、ワーホリ中に郵送で申請し、3週間でポジティブの結果がまずは雇用主に電話で伝えられたそうです。

A "pre-approval" is an "approval in principle" that Service Canada issues to an employer so that the employer can recruit foreign workers with the knowledge that once suitable foreign workers have been recruited, positive Labour Market Opinions (i.e. employment confirmations) will be issued.
Once the necessary foreign worker information has been provided to Service Canada, employment confirmations will be issued subject to the employer meeting the conditions as agreed to in the Foreign Worker Application Form and employment contract (if applicable).
If you are an employer who is hiring foreign workers in occupations which require prolonged and/or extensive recruitment (e.g. because of the number of workers being recruited and/or the complexity of recruitment required) and you would like an "approval in principle" prior to recruiting your foreign workers, you may be considered for "Pre-approval" by Service Canada.
It is not possible at this time to request a “pre-approval” using this application. If you are seeking “approval in principle” you must apply to a Service Canada Foreign Worker Office.
