"Household Registration Certificate"は、戸籍謄本(抄本)ですね。出生証明書で代替できるのではないでしょうか。オタワのタイ大使館のサイトに以下の文書がありましたので、ご参考まで。費用はかからないようです。

Information to obtain a Royal Thai Police Certificate Clearance
To whom it may concern,
As of February 1, 2003, the Royal Thai Embassy, Ottawa, Canada, has received instructions from the Royal Thai Police Department, Bangkok, Thailand, that those wishing to obtain a police Certificate clearance must apply directly to them, the Embassy no longer provides this service.
Please submit the following directly to the Royal Thai Police Department:
- A certified photocopy of passport by a Notary public (photo and personal information pages only). The passport must be valid, not expired.
- 3 passport-size photos;
- 1 set of original fingerprints and 2 copies made by RCMP or local police;
- Personal information such as date and place of birth, full address in Thailand, employer’s address in Thailand, during of stay in Thailand, also provide address in Canada as well as employer’s address in Canada and to prepare this information in the form of a resume;
- If you’re a Thai citizen you must submit a photocopy of your Thai ID Card and House Registration;
- There is no fee applied for this service.
