Normally, PDF is read only document.
If PDF is created as a form, the creator could "enable" the function that other people could "input" data in the fields (still could not modify the original document).
Even if one could "input" data, but s/he would NOT be able to "save" the file with the "data". Saving it to another file would lost the data.
---- PDF printer (free) ----
Install PDF printer (print to PDF file) driver.
After input data in the fields, select "print ...", and choose the pdf printer to print it.
---- Office (i.e.: LibreOffice - free) ----
Import the PDF file, then you could modify it, "Save" it to PDF, or "Print" to PDF.
* there are other free office applications: MS Office ($), OpenOffice (free), FreeOffice, Google Docs (online).
---- PDF creator/editor ($) ----
Purchase the PDF application from Adobe, so you could modify the file & save it.
