Win XPで、ActivexをインストールするのにこのInternet Explorer Information Barが見つかりません（ない）。Updateしなければならないのに困っています。どなたか教えて下さい。

Tool barのなかにはInformation Barというものはありません。
ほかの名前では。

下記を実行したいのですが、肝心なInternet Explorer Information Barが見つからない（無い）のです。

Welcome to Microsoft Update

Install the ActiveX control required to view the website
The website will not display correctly on your computer without this control. To install it:
1. Right-click the Internet Explorer Information Bar. It's located just below the address bar.
2. In the right-click menu, click Install ActiveX Control.
3. In the Security Warning dialog box, click Install.

Noteを読んだり色々検索したのですが（有料もあり）良く解りません。
皆さんはどうやってActiveX をインストールなさったのでしょうか？
教えて下さい。

わかったメニューバーが隠れているのだ
Ａｌｔ＋Ｖを押せばメニューバーが出てくる。
