I've tried language exchange a few times before, but it's very difficult to just say "let's speak in Japanese for 30 minutes, then let's speak in English for 30 minutes"

That would only work if we are both at the same language level. I think for every sentence said in English, then it needs to be said in Japanese.

I'm looking to meet anyone! Japanese is very difficult, so even if I had more than one exchange partner is okay, because I will keep forgetting and asking the same questions over and over again :)

I'm a Canadian born in Vancouver. I graduated about 10 years ago, so you can guess my age! I prefer to just meet up for 1 or 2 hours and introduce ourselves there! Because my level is very low, so I need to save stuff to have a conversation about!
