そうです。

you can get the Canadian birth registration form at the hospital where you give birth. you need to send it within 1 month after your child is born. The Japanese one you can get it beforehand at the Japanese Counselate and submit it within 3 month or your child will lose the Japanese citizenship.

You can apply for your child's SIN and universal child care (that is what you mean "supprt") by filling the back of the Canadian birth registration form.
