I don't think general will response to a personal incident not occurred inside Canada. His family must collect his belongings at their responsibility.

However, they are the one who will contact the family in Japan since Japanese has past away. They can give some info or legal matters how to bring the body back to Japan (if they choose so)

11じゃないですけど、Muさんの文章の違和感は時制です。

おそらく、トピ主の文章に引っ張られて過去完了を使っていますが、「遺族に連絡をした」時と、「(Muさんが)所有物の処理について遺族が何も言わなかった(と疑問に思っている)」時は同じ時点で起きていますから、単純に過去形を両方の節で使うべきです。

でも、言わんとしていることはわかりましたよ。

I think it depends on the amount of boxes. In order to ship his belongings to Japan, I suggest to use either Kuroneko Yamato or Nippon Express. However, if it is the small number of boxes, why don't you use an international mail from the post office?
In addition, if his family think it will cost a lot, I guess you might have the option of throwing them away....Please ask his family what their thoughts.
