Most drivers expect other vehicles to turn at an intersection.
Sometimes you might want to turn left in the middle of a block
― for example, into a driveway. You may turn left ― including
turning left over a solid double yellow line ― if you do this
carefully and safely and don’t impede other traffic, and there
are no signs prohibiting such turns.

↑あ、これって middle of a block だから左折用のブロックのことで普通のラインとは別なのかな?
A common misconception about lines is that they have anything to do with turning left. Technically one yellow line means you are allowed to pass another car and double yellow lines mean it’s illegal to pass another car; lines have not much to do with turning left (or right for that matter).

Sometimes you may wish to turn left in the middle of a block
― for example, turning into a driveway. It’s safer to plan your
route so that you can make a right turn, but you may turn left
― including turning left over a solid double yellow line ― if you
do this carefully and safely and don’t impede other traffic, and
there are no signs prohibiting such turns.
要は「you do this carefully and safely and don’t impede other traffic」の部分が問題で、自分は 大丈夫と思っていても、警官から見たらダメだという可能性もあります。
