とうか、税制の違いだけ。
USは原油段階から精製後まで殆ど税金が乗っからず、消費税だけの地域が多いが、カナダはトランスリンクやら、環境税やら諸々乗っかって
在庫自体はサンドオイルのお陰でカナダは世界第2位の埋蔵量。バリバリの産油国ですよ。

As well, the federal government and some provincial governments (Newfoundland and Labrador, Nova Scotia, and Quebec) collect sales tax (GST and PST) on top of the retail price and the excise taxes.[11]
